Chef-rapport (Manager report) is a deliberately simple results view for a single manager (or anyone else with their own reporting employees) — just KPI tiles and one bar per question comparing their own team against the whole company's average. No cross-tab, heatmap, or AI tooling here; keeping the manager view simple is a deliberate design choice. The screen requires the dedicated "Chef-rapport" permission — like "Enkätresultat" (Survey Result), this defaults to "none" for the built-in Employee role, so a custom role must be explicitly granted it.

**Two separate reasons the screen can show as unreachable ("Chef-rapporten är inte tillgänglig för dig just nu" — Chef-rapport isn't available to you right now):**

1. **"Dela med chefer" is off** for this survey run (see the Survey Result screen's Dela & behörighet tab). The screen then shows a message that the manager report isn't enabled for this survey yet.
2. **You have no reporting employees within the survey's scope.** Even with sharing on, someone with no reports of their own (or whose org-tree node/reporting chain doesn't overlap this survey's scope) sees a message that they have no reporting employees — never an empty report that looks like zero responses.

**The anonymity threshold applies to BOTH populations.** Results are shown only when both the caller's own team's response count AND the whole company's response count are at or above the anonymity threshold — otherwise a "too few responses" message is shown with no numbers. This stops a manager whose own team happens to clear the threshold from being able to back into a company-wide number that is itself below the threshold. When both clear the threshold, each question shows a team-average bar and a company-average bar side by side.

**Comments are shown only if the organization has explicitly turned this on** for that specific survey (off by default) — otherwise no comment section appears in the manager report at all, no matter how many free-text answers exist.
